To subscribe or not to subscribe?  That is the question many Texas business owners -  and their agents - have asked, as they grapple with how to insure against on-the-job injuries.

Take the case of a Texas HVAC company with 15 employees that had been a longtime subscriber of workers' comp.  After several claims, their workers' compensation premiums skyrocketed and they were faced with a dilemma: pay the ever-rising premiums or go bare?
